In recent years, environmental problem is getting more complex and should be handles locally and globally. Any policy and development program should consider not only national interest but also global interest. Emergence of various international agreements such as conventions and protocols concerning environmental problems (Convention on Climate Change and Kyoto Protocol, Convention on Biological Diversity, Convention to Combat Desertification etc.) are the form of global communities concern to environmental problems.
As environmental damages will affect human life not only locally but also globally, participation of world community to safe our planet is deemed necessary. The developed nations should assist the developing nations to cope with the problems and mitigate the impacts as it mandated by the conventions and the protocols.
The concern of developed nations to the developing nations is expressed in the form of commitments on financial supports, transfer of technologies, etc.
