International 1st Workshop Securing Value From Carbon in Flaring Reduction Project : Developing Ideas Into Project

Securing Value from Carbon in Flaring Reduction Projects :Developing Ideas into Projects’ is aimed (i) to present prospects of gas flaring reduction and development of potential CDM projects in the oil and gas sector in Indonesia, (ii) to present and discuss the institutional and regulatory arrangement for the CDM projects in oil & gas sector (Options Paper and Paper on Carbon pricing and projects’ cash flow analysis), (iii) to present the gathered PINs and the screening method, (iv) to reach agreement with the GGFR/MEMR on key criteria for the project which should be developed to PDD. This workshop is also an opportunity to gather the government officials (Ministry of Energy and Mineral Resources, Ministry of Environment, BP Migas, CDM National Commission), Oil & Gas companies, NGOs and the World Bank together to discuss the way forward in the CDM project development for oil & gas sector of Indonesia.

The workshop was officially opened by Mr. Josef Leitmann on behalf of the World Bank Country Director, and was attended by about 70 participants from World Bank, Ministry of Environment, Ministry of Energy and Mineral Resources, DG Migas, BP Migas, consultants, NGOs, and a number of oil and gas companies.

The first day workshop presented 12 speakers included 3 keynote speeches, each are from Ministry of Environment, Director General of Oil & Gas, and representative from DNA. Other presentations are given by :

  • Mr. Taslim Yunus (BP Migas), presented “Prospect of Gas Flaring Reduction in Indonesia”
  • Dr. Hikman Manaf (MEMR), presented “Development of CDM Projects in Oil & Gas Sector in Indonesia”
  • Mr. Richard Fuller (Pendawa Consultama), presented “Associated Gas Market Study”
  • Mr. Franz Gerner (World Bank), presented “A Framework for Gas Flaring Regulation in Indonesia”
  • Mr. Doug Russell (Natsource), presented “Carbon Pricing” ? Appendix 10, and
  • Mr. Francois Collignon (Sofreco), presented “Economics of the Flare Reduction Projects”

On second day of the workshop we focused more on selection of PIN. There are 6 presentations given, included 2 PIN presentations, each from Pertamina and Medco. Presentations given are :
